Highlights Of The National Executive Meeting Held This Month At The GNAT Headquarters – Accra



LABOUR ISSUES

1. Qualified Teachers who did not get index numbers for the last promotion aptitude test will be given the opportunity to write the test.

  1. The Teacher Unions are in discussions with GES to resolve some of the Challenges associated with the writing of the aptitude test.
  2. The Labour Unions are in discussions with the Ministry of Employment and Labour Relations to conclude the negotiations for Base Pay and Minimum Wage for 2021.

  1. Payment of outstanding Legacy Arrears being pursued by the Unions
  • 12,000 Newly Trained Teachers to be put on the payroll by the Controller and Accountant General

  • Responsibility allowance to be restored for qualified staff of the GES in June, 2021


    1. Upgrading of Teachers from the lower tanks up to Principal Superintendent has delayed due to delay in securing Financial Clearance from the Ministry of Finance 8. Laptops for staff of GES – Management of GES to come out with the modalities for the distribution and the cost-sharing payment schedule.

    GNAT CONFERENCES AND OTHER ISSUES

    1. Preparations/Schedules For Delegates Conferences:

    i. Local Conferences ii. District Conferences

    iii. Regional Conferences

    iv. National Conference

    February to March, 2021

    April to May, 2021

    July to August, 2021

    January 2022 at KNUST

    V. GNATECs have been constituted at all the levels – officers and staff should not meddle in the activities of the GNATECs.

    vi. Election Dispute Resolution Committees to be constituted, in accordance with the GNATEC document.

    vii. Number of Delegates to Regional and National Conferences based on 1:100 of Basic School membership and 1:50 members or part thereof, if in excess of twenty-five (25), for 2nd cycle school membership – two (2) representatives each for Regional Conferences and 1:500 of total membership for National Conferences, compiled and distributed to the Regions. January 2021 data from Report 20 was used.

    viii. Each SHS, TVET and Education Administration in a District OR a Region to be represented by two (2) members at that level’s Conference. For example, if a District or a Region has 25 Senior High Schools, 4 Education Administrations and 12 Technical/Vocational Training (TVET) Institutions, that District or Region SHALL have 50 SHS representatives, 8 Education Administration representatives and 24 TVET representatives at that Conference.

    ix. Headquarters Staff and National Officers to complement the Regions and Districts in observing or monitoring of the Local, District and Regional Conferences across the Country

    Dates for closing of Nominations for District, Regional and National Conferences announced, in line with the GNAT Constitution (2018) and the GNATEC Document.

    1. Implementation of National Council Decisions on-going.
  • GNAT@90 celebrations will be held nationwide. Anniversary logo and Cloth for the celebration will be out doored at the launch of the event. Each member to get three yards of the Anniversary Cloth. The GNAT @ 90 cloth would be used for the National Delegates Conference, 2022.

  • The GNAT Souvenir for 2021 is a GNAT-branded POLO SHIRT. Four Regions have received their consignments, the remaining Regions to receive theirs in due course.

  • Internal GNAT Auditor appointed.

  • Job Evaluation of Staff of GNAT to be done by GIMPA

  • Five (5) Senior Staff of GNAT due to retire in 2021.

  • Brong Ahafo Regional GNAT mobile Clinic now operational.

  • PENSIONS, TEACHERS FUND AND CANCER FUND

    1. Discussions on proposed increase in the Cancer Fund Dues to be officially referred to the Regional Executives for subsequent referral to the District Executives for decisions to be taken on it at the various Conferences.
  • Issues on Pensions (Tier-1 and Tier-2) being resolved by the Forum. 19. The GNAT Provident Fund (Tier-3) now operational, thus members urged to enrol

  • More education to be carried out on the Fund.

    1. Restructuring of CML and TF Properties on-going.

    1. Twenty-Six (26) more districts to be added to the existing 24 pilot districts for the implementation of the online Loan applications, through the Teachers Fund’s Customer Relations Manual (CRM).
