Investigate Mahama’s Procured $15.9m Ambulance Deal – Kyei Mensah Bonsu
According to him, the 200 procured ambulances which cost the state a whopping $15.9 million were not even fit for purpose.
Speaking on Okay FM’s Ade Akye Abia program he clarified that he is not asking for the former President to be investigated but since it occurred during his tenure as President, the minister who was responsible for the procurement of those ambulances can be made to answer some questions.
He has therefore asked the auditor general to take the matter up and conduct a forensic audit into the procurement of those ambulances that were not delivered.
Though some ambulances were procured by the erstwhile administration, the majority of these non-fit ambulances did not even arrive in the country.
Some have described it as causing financial loss to the state.
Some 30 out of 200 ambulances procured by the Mahama government for emergency services have been left at the mercy of the weather at the military naval base.
The ambulances cannot be used for the purposes for which they were shipped into the country last year because they are not fit for purpose.
The 30 ambulances, which formed part of 200 ambulances that were to be procured by the Ministry of Health to boost the healthcare delivery under a contract, cost 2.4 million Euros and were rejected because they did not meet specifications.
Each of the ambulances cost 79,000 euros.
The 30 were the first of 200 ambulances procured by the government of Ghana through Big Sea Trading LLC in a contract signed on 19 December 2012. Per the details of the contract, “there shall be no advance payment for the contract.
“The Purchaser shall pay the sale price of the goods which is a total of €15,800,000 to the supplier by raising irrevocable and transferable Letter of Credit from its bankers for the benefit of the supplier. The unit ambulance price is €79,000.”
The contract also said, “Letters of Credit shall be established upon signing of the contract for every 50 ambulances.”
